JOB PURPOSE
Role Overview
The Executive Director (ED) – Tendering, Procurement, and Execution/Operations is responsible for
the holistic management and strategic direction of the company’s business development, tendering,
procurement, and project execution functions. This leadership role ensures seamless integration of
commercial, operational, and execution strategies to drive profitability, client satisfaction, and
sustainable growth.
Key Responsibilities
1. Strategic Leadership
• Develop and implement a strategic roadmap to achieve business objectives across tendering,
procurement, and execution functions.
• Align all operational activities with the company’s vision, mission, and financial goals.
• Take charge of organisational P/L and business growth planning
• Lead cross-functional collaboration between business development, tendering, and project
execution teams.
2. Business Development & Tendering
• Oversee market research to identify new opportunities in public and private sectors.
• Lead the preparation, review, and submission of competitive tenders, ensuring alignment
with company capabilities and profitability goals.
• Negotiate commercial terms and conditions with clients to secure contracts that minimize
risk and maximize value.
• Establish a robust bid/no-bid process to assess project feasibility and resource allocation.
3. Procurement & Vendor Management
• Develop procurement strategies that optimize cost efficiency, quality, and timely delivery of
materials and services.
• Build and maintain relationships with key vendors, subcontractors, and suppliers.
• Oversee the evaluation and selection process for vendors to ensure alignment with project
and company standards.
• Ensure compliance with procurement policies, ethical standards, and statutory regulations.
4. Project Execution & Operations
• Monitor and oversee the delivery of all projects to ensure adherence to budget, timelines,
quality standards, and safety protocols.
• Address and resolve escalated challenges related to resource constraints, client expectations,
and on-site execution.
• Implement systems for effective project tracking, reporting, and risk management.
• Lead post-project evaluations to identify lessons learned and opportunities for improvement.
5. Financial & Commercial Oversight
• Ensure projects are executed within approved budgets and meet expected profit margins.
• Work closely with finance teams to forecast cash flows, manage receivables, and address
financial risks.
• Approve key project budgets and variations, ensuring alignment with strategic goals.
6. Technology Driven Planning to Execution Approach
• Lead the digitization of construction management at the organization
• Assess and roadmap the adoption of BIM for construction activities at site (planning through
to completion)
• Implement digital project management, communication and coordination
7. Leadership & Team Development
• Inspire and mentor senior managers and functional heads in tendering, procurement, and
operations.
• Promote a culture of accountability, innovation, and continuous improvement.
• Identify and address skill gaps within teams through training and professional development.
8. Governance & Compliance
• Ensure compliance with contractual obligations, legal regulations, and industry standards
across all functions.
• Establish a framework for effective contract administration and claims management.
Key Performance Indicators (KPIs)
• Success rate in securing tenders and profitability of awarded projects.
• On-time and within-budget delivery of projects.
• Reduction in procurement costs without compromising quality or timelines.
• Client satisfaction and repeat business rates.
• Operational efficiency improvements and adherence to safety standards.
Required Qualifications & Experience
• Bachelor’s degree in Civil Engineering, Construction Management, or related field
(Masters/MBA graduate preferred).
• Proven expertise in tendering, procurement, and large-scale project execution within the
construction or EPC industry with average size of Rs 200 Cr.
• Demonstrated ability to negotiate complex contracts and manage high-value projects.
• Strong leadership and team management skills, with experience leading cross-functional
teams.
• Knowledge of legal and regulatory aspects of construction contracts and project
management.
