Reports To: General Manager  

 

Job Summary:

The Accounting & Human Resources Manager is responsible for financial reporting and human resources functions in the organization.  

 

Essential Job Functions (Competencies):

 

<Finanace >

 

  • Handle the full spectrum of accounting functions and responsible for monthly financial  closing in manufacturing environment.
  • Prepare management accounts and financial statements for audit purposes and  bookkeeping.
  • Present accounts/financial results to management for monthly reviews and highlight pertinent issues.
  • Perform cost analysis, budgeting, revenue forecasting and cash flow management for  the company.
  • Analyze financial position of company and provide feedback and suggestions to the management as to improvements that may be made.
  • Monitor income and expenses of company and manage payroll, check collections and payment including those involving utilities, contractors and other third parties.
  • Responsible for GST-related matters including issuance of tax invoice, submission of  GST returns, bookkeeping entries for GST purposes.
  • Liaise with auditors, tax agents, company secretary, bankers and other government bodies for all statutory compliance issues.
  • Ensure proper maintenance of all accounting documentation and records.
  • Respond to financial inquiries by gathering, analyzing, summarizing, and interpreting data.
  • Managing the company’s accounts to ensure on-time payment and overseeing the deployment of software system (CSI9) for financial needs

 

< Human Resources >

  • Recruitment of employees via a recruitment process in interviewing, background  check, selection and recommendation of compensation and benefits.
  • Prepares employees for assignments by establishing and conducting orientation and training programs.
  • Ensure planning, monitoring and appraisal of employee work results. Assist

supervisor/managers in coaching and discipline employees; scheduling regular  sessions with employees; hearing and resolving employee grievances; counseling  employees and supervisors.

  • Ensures the company meets all local legal and regulatory employment requirements. Maintaining records, attending updates and disseminating changes to the organization on employment matters.
  • To establish performance management system for the stimulation of employee, the improvement of their work performance, and the support of their self-development.
  • To develop and implement Employee Training & Development Policy/Structure/framework.
  • To set up internal communication channel & flow in the company for establishment of goods & harmonious working environment.
  • To ensure that HR system and procedures meet the requirements of Corporate
  • Quality Standards and that they are maintained and effectively used.
  • Any other duties & responsibilities which the Management / Superior may assign from  time to time.

 

Levels and Limits of Authorities

  • Recommending to hire or not to hire candidate if data and background search does not support the case.
  • Recommending to stop production if regulatory requirements are violated.
  • Raise payment requests at corporate e-banking site.
  • One of Signatories of payments for purchases subject to approved limits and authority.

 

Supervisory Responsibilities:

Has supervisory responsibilities.

 

Education & Experience:

Must Have

 

  • Bachelor’s degree in Accounting or Finance.
  • Has more than 10 years of progressive accounting experience in a production
  • environment. Strong understanding of local GAAP, USGAAP, and tax regulations (eg
  • Custom, Free Trade, Corp Tax)
  • Sound knowledge of local Employment Act and regulatory requirement

 

Should Have

 

  • Experience in handling the broad spectrum of HR services including recruitment,
  • compensation and benefits, training and staff development.
  • Demonstrated ability to independently complete assignments and draw conclusions.
  • Proficient in Microsoft Office, advanced skillset in Excel.
