The Safety Manager (SM) is responsible for the overall day-to-day management of the SMS.  The SM will assist other managers in identifying hazards and implementing mitigation and avoidance strategies.  The SM will also be the lead officer ensuring health safety on campus including mitigation strategies for the spread of disease.  Reports directly to the Accountable Manager.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Overseeing the safety of flight operations on a day-to-day basis.
  • Promoting a culture of safety and according high priority to safety issues.
  • Facilitating local hazard identification and risk analysis activities in order to develop effective risk avoidance and/or mitigation strategies.
  • Collating aviation safety occurrence reports and aviation hazard reports received locally, making an initial assessment of risk, conducting occurrence investigations, and making recommendations for remedial safety recommendations which will reduce the risk of recurrence and facilitate continuous safety improvement.
  • Managing the local collection and analysis of flight data from all aircraft, in support of the CAE FTO Flight Data Monitoring (FDM) program and the DGCA regulations and directives relevant to FDM.
  • Ensuring that all safety occurrences specified in CAR SECTION 5 SERIES C PART I are reported to the DGCA, in accordance with national mandatory occurrence reporting regulations.
  • Producing detailed Reports of Investigation (ROIs) which accurately identify the facts of significant safety occurrences, list out the causes, and recommend remedial actions.
  • Maintaining local safety documentation and detailed records of safety occurrences and outcomes.
  • Collating data related to safety events, and submission of periodic safety reports to local, regulatory and CAE global management.
  • Monitoring the effective and timely implementation of remedial measures to address associated findings and observations in order to provide further assurance that the Center and all relevant sub-contractors are operating in accordance with the requirements of the CAE SMS and are providing a level of safety, which is both acceptable and improving continuously.
  • Setting up and monitoring local SPIs and reporting them to the Accountable Manager and other managers
  • Providing and recording the delivery of both induction and recurrent SMS training for Center staff and students.
  • Providing advice on safety matters in order to assist the Accountable Manager and management team members as necessary.
  • Promoting safety awareness amongst staff and students by means of presentations, briefings, posters, newsletters, and seminars
  • Conducting/ facilitating SMS and Accident Investigation training for all safety staff and nominated members of other departments.
  • Driving the risk analysis process at site and monitoring the progress of safety- related observations/ recommendations made during internal and external audits.
  • Acting as the custodian and administrator of the site safety records.
  • Performing reviews for hazard identification and risk analysis. Investigating voluntary safety reports, FDR Reports (review & supervise)
  • Conducting accident and incident investigations.  Liaison with the DGCA Dept. of Air Safety and AAIB.
  • Other duties may be assigned.

QUALIFICATIONS & SKILLS:

  • Sound knowledge of safety management principles and practices.
  • Ability to work unsupervised.
  • Highly organized, team player attitude
  • Strong listening and observing skills
  • Ability to prepare timely reports
  • Ability to coordinate multiple tasks simultaneously
  • Strong analytical skills
  • Computer literate including excel and word
  • Strong leadership skills
  • Fluent in English

 EDUCATION & EXPERIENCE REQUIRED:

  • Minimum bachelor’s degree in appropriate discipline. Master’s degree preferred.
  • 5 years of safety management experience
  • CPL pilot license or military equivalent. Flight instructor experience preferred.
  • Interest in and knowledgeable about all matters of Safety
  • Has done an Accident Investigation course and is SMS trained, preferably with specific Risk Assessment training as well
